Mar 9, 2026: Improved Home Community ID Filtering for Reciprocity Document Lists

We updated CEQ and TEFCA document list behavior to better honor the HomeCommunityId provided in requests.
When a request specifies a HomeCommunityId different from Zus’s, document list responses are now filtered so that only documents associated with that Home Community ID are returned.
Requests that omit HomeCommunityId, or specify Zus’s Home Community ID, continue to return all documents for the patient as before.
